 The full form of NPR is National Population Register.  

The National Population Register (NPR) is a comprehensive identity database of common residents of India. The objective of NPR is to create a comprehensive identity database in the country by registering every common resident in the country with complete identity and other details. This will help to better target benefits and services under government schemes and programs, improve planning and prevent identity fraud. National Population Registrar (NPR) means the National Census Register, that is, the NPR is a register of natural residents living in India. It has been prepared at village panchayat, tehsil, state, and national level. This register has been prepared in accordance with the provisions of the Citizenship Act, 3 and Citizenship Rules, 20.

The Citizenship Act, 1 was amended in 2004, under which the provisions of the NPR were added. These provisions are set out in section 8 of the Citizenship Act, 1955.

The central government can issue a national identity card through compulsory registration of every citizen of the country.
The government can prepare registrars of every citizen of the country and a national registration authority can also be formed for this.
